Council of Governments invites public comment

The Cowlitz-Wahkiakum Council of Governments (CWCOG) invites the public to comment on the draft February 2015 Regional Transportation Improvement Program (RTIP) amendment.

The primary purpose of the RTIP is to identify and document federally funded transportation projects that are to be included in the Washington State Department of Transportation’s Statewide Transportation Improvement Program (STIP). Amendements are substantial changes to projects lying within the jurisdiction of the Metropolitan Planning Organization (generally, the urbanized area of Longview-Kelso-Rainier) and which require action by the CWCOG Board of Directors.

As the lead agency for the Metropolitan Planning Organization (MPO), the CWCOG is required to develop a financially constrained TIP. The requirements for the TIP are established in federal legislation for the Surface Transportation Program. The TIP is a four-year program of transportation projects which have secured federal funding, as well as those that are regionally significant. The TIP indicates commitment for funding these projects. The TIP is developed through a cooperative and coordinated prioritization process involving local jurisdictions, the Washington Department of Transportation, the CWCOG staff and the CWCOG Board, acting as the MPO policy board.
