Joseph John Starr (Miller) of Woodinville, WA was born on March 20, 1965 in Pittsburgh, PA. He moved to Cathlamet, Washington with his mother and siblings in 1972; residing there until 1980.

Joe's family relocated again to Puyallup, WA where he graduated from Gov. John R. Rogers High School in 1983. Joe served honorably in the Army for three years and continued on to Bates Technical College where he earned his certificate in Computer Programming in 1989.

Joe married Winnie Chow (Starr) on July 10, 1998. Joe was an instant father to step-son Jaren and welcomed daughter Cassandra in 1999. He loved sports and especially the Seattle Seahawks. He was also deeply connected with the Amanda Knox case, showing total and complete support to her and her family.. He counted her mother Edda and step-father Chris as close family.

Joe loved his family and enjoyed life. During Summer he loved to go fishing (with a beer in his hand) and in winter hosted an annual wine social for his friends. He valued deeply those friendships. Joe was funny, smart and articulate both in his personal and professional life.

Joe was preceded in death by his mother Sandra Kay Jacobson Starr (1998), his brother Glen Miller (2003) and his father Joe Miller (2014). He is survived by his wife Winnie Starr, son Jaren, daughter Cassandra, his adoptive-father William H Starr (Leah) of Lacey, WA., his older sisters Kimberly Starr Moss (Greg) of California, Pam Starr Thomas (Brett) of Federal Way, WA, Laurie Miller of Sumner, WA, younger brother Christopher Starr of Puyallup, WA, and younger sister Kathryn Lyla Starr Killingsworth of Tacoma, WA. Joe is also survived by five nieces, Kaela, Courtney, Lauren, Hannah, Destiny, and three nephews Sean, Scott and Chase.

A viewing will be held on April 16, 2016 from 12 p.m. to 4 p.m. at 18224 103rd Ave. NE Bothell, WA.

A memorial is planned for April 30, 2016 from 10 a.m. to 12 p.m. at 11111 Aurora Ave. North, Seattle, WA.
