No. 20-06 NOTICE OF APPLICATION FOR SHORELINE MANAGEMENT SUBSTANTIAL DEVELOPMENT, CONDITIONAL USE, OR VARIANCE PERMIT Notice is hereby given that Clarence and Tina Stevens Who is applicant of the below described property has filed an application for a Shoreline Substantial Development/Conditional Use Permit for the development of: The applicant proposes to construct a permanent single-use dock and remove the existing overwater structures from the Columbia River in the Town of Cathlamet (Sheets 1-5.). The proposed dock will consist of a 4 ft by 52 ft access stairway, a 5 ft by 34 ft fixed pier, a 4 ft by 40 ft gangway, and an 8 ft by 40 ft float. The proposed dock will extend approximately 44 ft waterward of the MHHW and the landward edge of the float will be located approximately 37 ft waterward of the MHHW in approximately 23 ft of water (approximately the -15 ft contour MHHW). The single-use dock will be located on the downriver end of the property. The proposed configuration is compliant with the current standards for dock projects on the lower Columbia River and the project will comply with all the required timing restrictions. Compensatory mitigation for the dock will be provided at a greater than 1:1 ratio s through the removal of existing overwater structures present on the subject property. Specifically, the proposed project will remove ~2,612 sq. ft of derelict overwater structures (floats and boathouse), as well as remove approximately 20 piles (most of which are creosote). The property is located at: 160 Front Street Cathlamet, WA. Parcel #: 110806120007 Location: The proposal is to build along the Columbia River shoreline within the boundaries of the Town of Cathlamet. A Determination of Non-Significance has been issued on 11/22/19 pursuant to WAC 197-11-340, any comments should be directed to the Wahkiakum County Building and Planning Department, PO Box 97, Cathlamet, WA 98612, within 14 days. Written comments on the SEPA DNS must be received by 01/30/20. Publish January 9 & 16, 2020
