    Each year the fair board has a big list of things to do before winter sets in. Some of our equipment is pressure washed and then stored on higher ground for the winter.     SO-SO--As we ended one month and began another, the weather was a mixed bag of either sunshine, gorgeous out, like last Friday, or rain, which consumed a good deal of Saturday. Halloween, which was Sunday, began quite nice and didn't cloud up until the latter half of the day. PUD Auditor Erin Wilson and administrative staff prepared a separate draft budget for each area of operation--the electric system, the Puget Island Water System, and the Western Wahkiakum Water System.
