INVITATION TO BID

Notice is hereby given that sealed bids for one 115kV-12/16/20-MVA Power Transformer with LTC, one 115kV Circuit Switcher, and one Substation Control Building will be received on the behalf of Wahkiakum County PUD by Brown & Kysar, Inc. (BKI), 1315 SE Grace Avenue, Suite 201, Battle Ground, WA 98604 (phone: 360-687-3966), until 3:00 pm PST on September 7, 2011, at which time all complying bids shall be publicly opened and read out loud at the BKI office. Any bids received after the appointed time for receipt cannot be considered.

The Contract Documents may be obtained electronically by interested parties for bid submission purposes by contacting BKI. A hard-copy bound set of documents may be obtained by sending a written request and a non-refundable check for $100, payable to Brown & Kysar, Inc. Include the requesting Bidder's name, mailing address, physical address, phone number, fax number, and e-mail. Inquiries concerning the contents of the Contract Documents shall be directed to the attention of Ryan McMaster, Project Engineer.

Proposals shall be submitted on the Bid Proposal form contained in the Contract Documents, then addressed and mailed or delivered in a sealed envelope plainly marked "SEALED BID: WAHKIAKUM SUBSTATION POWER TRANSFORMER/CONTROL BUILDING/CIRCUIT SWITCHER" (select as appropriate), along with the name and address of the bidder and the date and time of the bid.

The contract will be awarded to the lowest responsible bidder based on the amount of the bid and the bidder's qualifications. BKI, on behalf of the Purchaser (Wahkiakum County PUD), reserves the right to reject any or all proposals, to waive any irregularities, and to accept any proposal deemed to be in the best interest of the Purchaser.
