Port 1 authorizes emergency powers

The Wahkiakum County Port 1 Board of Commissioners met briefly on Tuesday to adopt a resolution declaring a local emergency and defining the delegation of authority.

Commissioners voted to pass the resolution, as a response to the public health emergency relating to covid-19. The resolution gives the Port Manager, Jackie Lea full authority to make decisions regarding port services, equipment, personnel and more, as necessary to “properly and safely manage this emergency.”

It also authorizes Assistant Manager Todd Souvenir to act in Lea’s absence or incapacity, including the signing of payroll documentation.

After some discussion, the commissioners agreed to extend the assistant manager’s authority to sign payroll documentation in the manager’s absence beyond the temporary emergency resolution.

There was a discussion about vendor leases, but the matter was tabled until the next meeting.
