Nonetheless, I fear this might not dissuade the Department of Health from limiting the number of new connections.     One SR 4 culvert project was completed on Tuesday near Naselle, and, if all goes well, the remaining project to replace two culverts on the highway near of Cathlamet will finish in mid-October, just a couple weeks later than its expected finish date.     In a special meeting last Friday afternoon, members of the Cathlamet town council approved their updated comprehensive water plan. The plan is required by state regulations administered by the Department of Health (DOH). The council also approved a resolution establishing goals for water production and conservation.     Jane Anderson Younger, 88 of Eugene, passed away on September 17, 2015. She was born in Skamokawa, Washington to Albert and Della (Lytsell) Anderson on June 18, 1927. Jane received her education in the Washington school system and was a 1945 graduate of Wahkiakum High School in Cathlamet. In 1952 Jane left for a four year stay in Wisconsin, she moved to Eugene in 1956 and became a lifetime resident. She met Jack J. Younger and on October 18, 1959 they married. The action comes as the council prepares to hold a special meeting tomorrow (Friday), 3 p.m., to go over and probably adopt its updated water system comprehensive plan.
