    OFF AND ON--The first day of Spring saw the skies "springing a leak" after several wonderfully warm days. The weekend started out with pounding rains which made the TV signal go out at times, so it was not a nice start to the day. However, it did wind up improving as the day went by.     Sharon's Pizza and More of Cathlamet will join other restaurants and cafés in Wahkiakum and Cowlitz counties in donating part of their Saturday proceeds to the United Way. The day is called "Dine Out for United Way." The proceeds will benefit non-profit agencies in the two counties.     The Cathlamet town council maintained a building moratorium, discussed a possible street vacation and acted on other business when it met Monday evening. Scott Espedal, owner of some lots in the Columbia Ridge Estates development off Glengate Loop in Rosedale, asked the council to lift a moratorium on building permits in a portion of the development.     Longtime Cathlamet resident Margaret Burt celebrated her 107th birthday on Friday surrounded by friends old and new. "It took a long time to get here," she drily told a caregiver while she took in the festive scene. Burt moved to Cathlamet about 30 years ago, guessed friend Carol McLain.     James Wallace "Curly" Cochran, 92, passed peacefully on March 8, 2015 at Canterbury Gardens in Longview. He was born on May 25, 1922 in Marvel, Alabama to Wallace and Mildred (Johnsey) Cochran.
