    Drivers will have a chance to “test drive” a proposed system that would charge them by the mile, rather than by the gallon of gas for their road usage. The Washington State Transportation Commission approved a plan to conduct a Road Usage Charge pilot project in fall 2017 that will simulate how this system might work.     The state's new recreational license sales system became operational last week. The new system began selling hunting and fishing licenses and the Discover Pass on the evening of Dec. 18. People who have questions or difficulty using the system should call the Licensing Division's customer service desk at 360-902-2464 between 7:30 a.m. and 4:45 p.m. on weekdays, or send an email to licensing@dfw.wa.gov. Final approval of all scheduled openings at Copalis, Mocrocks and Kalaloch beaches will depend on whether results of marine toxin tests show the clams are safe to eat.
