On the 17th day of November 2025, the Cathlamet Town Council adopted Ordinance No. 696-25. A summary of this Ordinance is as follows:

“AN ORDINANCE ESTABLISHING A STORM AND SURFACE WATER UTILITY AND SETTING STORMWATER UTILITY CHARGES . . .” WHEREAS, the Town has entered into a Utility Transfer Agreement with Wahkiakum PUD No. 1 which provides that the PUD shall not be responsible for the collection, treatment, conveyance, or management of stormwater flows; and it is in the interests of the Town to adopt a comprehensive ordinance establishing a storm and surface water utility and setting storm and sewer water utility charges; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF Cathlamet, AS FOLLOWS: Section 1. The Town Council finds and declares: A. All real property in the Town contributes runoff to the common storm and surface water problem, and all real property in the Town benefits, either directly or indirectly, from the storm and surface water utility of the Town. . .

Section 12. The following utility charges are established for all parcels of real property in the Town: A. Residential Parcels. The single-family residential charges shall apply to each parcel having one dwelling unit. The monthly charges for single-family unit storm water service shall be as follows: $14.00 per month per ESU billed twice per year at $84.00 per billing cycle, with payments due on March 1 and September 1. . . F. Other parcels. The charge for all other parcels shall be based upon the total amount of measured impervious surface divided by the ESU and rounded to the nearest one-tenth whole number. The actual total monthly service charge shall be computed by multiplying the measured ESUs for a parcel by the monthly charge for residential parcels. . .

Section 14. In addition to monthly charges imposed herein, the amount billed includes a six percent tax calculated on the gross revenue of the stormwater utility.”
