During their meeting Tuesday, March 24, the Cowlitz County Board of Commissioners discussed infrastructure and public works. A project for the Tower Road Water Main and the Juanita Way Booster Pump Station was officially closed after being successfully completed at a total cost of approximately $1.4 million, roughly $177,000 under budget. The County renewed a five-year contract for consulting services with WSP USA and Parametrix to support Public Works. The board also approved a land-use license for Weyerhaeuser to operate a portable horse corral on county property to manage a herd of wild horses that live near the headquarters landfill. Furthermore, the infrastructure map for the non-reserved landfill was updated to reflect cells developed since 2014.
The board approved a 10-year, non-exclusive franchise agreement with Comcast Cable Communications. This agreement allows Comcast to utilize public right-of-ways in exchange for franchise fees and public education grant fees that support KLTV, a local public education cable station. Under the agreement, the County maintains its utility accommodation policy to minimize impacts on roads and protect taxpayer-funded infrastructure.
Regarding severe bank erosion along the Cowlitz River, the Department of Ecology (DOE) noted a section of South 2 Park Road recently sloughed off into the river on Tuesday, March 17. Representatives emphasized that dredging has become a necessity to manage sediment and maintain the river. Board members expressed frustration that the Army Corps of Engineers had previously ceased communication and was not returning calls. The DOE also reported they are currently facing a tough budget situation and are carrying out a hiring freeze, which has influenced their operations in the southwest region.
Commissioner Steve Rader addressed comments sent to the board regarding the Humane Society. Rader urged citizens to treat one another with dignity and respect rather than engaging in personal attacks. Commissioner Rick Dahl shared plans to meet with the Army Corps of Engineers on Thursday, March 26, to advocate for federal funding and discuss potential locations for dredged material.
