    The US House of Representatives gave us a Christmas present of sorts last week. The House and Senate have been working on legislation that would extend payroll tax breaks for low and middle income workers and that would maintain unemployment benefits. Both were set to expire at the end of 2011, and President Obama and Senate and House Democrats have been pushing for an extension.     What a week! I hope all the readers had a wonderful Christmas. We certainly did, as well as the few days prior to the holiday. I spent last Thursday afternoon at the birthing center in Astoria, and at 7:05 p.m., we welcomed our 11th grandchild, 8 pound 8 ounce Wyatt Lee Cruz to the world. He was 22 inches long. Wyatt is the second son for Shane and Delena, and he was eagerly hugged by big brother, Emmett, about an hour after he was born. Life is certainly a miracle.     The Cathlamet town council worked its way through a variety of business when it met Monday. The council gave final approval to the 2012 budget and passed a resolution to increase utility taxes from 3 to 6 percent. It tabled a resolution changing emergency medical services (EMS) billing policies to January and took steps to prepare for major construction projects next year.   • Landslide threatens upper Elochoman Road

    The Wahkiakum County Board of Commissioners will hold a special meeting Wednesday, 2 p.m., to consider the possible closure of the upper Elochoman Valley Road. A landslide blocked the road near Milepost 10.3 last Friday, and the County Road Department had to clean rock and debris to reopen the road. On Tuesday, Public Works Director said he was concerned about the stability of the slope above the road, which consisted of fractured basalt. The board approved an agreement with Hancock Forest Management for emergency use of private roads during Grays River Valley flood emergencies.     Wahkiakum County commissioners have completed their preliminary budget, and copies were made available last week in advance of the December 5, 9:30 a.m. budget hearing.     The Cathlamet Town Council voted unanimously Monday to double its tax on utilities in 2012. Officials said they were taking the step in order to boost revenues and avoid further cuts to services.     Federal agencies may have found a way to deal with erosion that threatens the dike protecting the Julia Butler Hansen National Wildlife Refuge for the White-tailed Deer.
