    A recent evaluation of Wahkiakum fire departments by the Washington Surveying and Rating Bureau could mean a reduction in homeowner insurance rates for some residents.     The next steps in developing a state habitat conservation plan aren't filling Wahkiakum County commissioners with optimism. The state Department of Natural Resources (DNR) has tied, or encumbered, over 3,000 of the county's 12,000 acres of trust timberland as potential habitat for the marbled murrelet, an endangered sea bird that nests on big limbs of old trees.     Wahkiakum County commissioners set up hearings for budgets and transportation plans in an abbreviated, recessed meeting Tuesday. Commissioners set their annual public hearing on the 2016 budgets for 9:30 a.m. on December 7. Copies for the budget will be available at the auditor's office November 23.     Winners in the early count of 2015 Wahkiakum County general election ballots easily maintained their leads when election officials made their second count last Thursday. Voters continued to favor an advisory ballot asking if the county should enact an ordinance defining and regulating junk, junk vehicles, and solid waste visible on private property from a public right of way.
