    Changes to Washington’s child passenger restraint law (RCW 46.61.687) take effect January 1, 2020. Car crashes are a leading killer of children ages 1-13. Using the right seat can reduce the risk of fatal injury by 71 percent.     The last lure coursing event for this year takes place this weekend at Misty Rivers Plantation, 117 Cross Dike Road on Puget Island. The event, sponsored by the Willamette Valley Basenji Club and sanctioned by the AKC, will consist of two days of CAT and FAST CAT Trials.     Anglers will have two opportunities later this month to reel in a white sturgeon on a stretch of the lower Columbia River. Fishery managers from Oregon and Washington agreed to open the mainstem Columbia River from the Wauna powerlines upstream to the Bonneville Dam on Saturday, Sept. 21 and Saturday, Sept. 28.
