    Wahkiakum County elections were settled Friday as county election officers counted approximately 350 votes which arrived too late to be counted on election day. With only a couple dozen ballots remaining to be counted, the totals settled local races. Challenger Bill Coons, who ran as an Independent, defeated incumbent Sulema Zerr, a Republican, in the race for county assessor by a vote of 1,254-751.     Marnee Davis, receptionist for the Wahkiakum County Health Department has been awarded a statewide award for her work in the county's branch of the national Women, Infants and Children (WIC) program. The program provides nutritional advice and aid for mothers and children from pregnancy through age five years.     Commissioners of Port District No. 2 of Wahkiakum County completed preparation of their 2011 budget at their monthly meeting Tuesday in Skamokawa. The budget shows a beginning balance of $52,250 left over from 2010 and a projected ending balance of $74,150.
