In 1988 he and his wife Ida, who survives him, bought property on Puget Island and moved to Wahkiakum County in 1992 from Cedar Mills, OR. Garland was born in Minneapolis, Minnesota to Arnold and Ruby (Erickson) Budd on January 18,1942. He graduated from Roosevelt High School in Minneapolis in 1960.     On Monday, Chinook Heritage signs were installed at Queen Sally's Park, which is located next to the Pioneer Community Center in Cathlamet, as well as near the new viewing deck at the Elochoman Slough Marina.     The cumulative number of covid-19 cases rose to 195 this week in Wahkiakum County after two cases were reported last Wednesday, and four more on Tuesday. Of those cases, 23 are considered potentially active.     The effort to reconstitute the Community Center in Cathlamet took a step forward Tuesday at a meeting of center supporters and town and county officials. The center is operated on a cooperative agreement of the county and town. The county has been responsible for the manager's position, and because of funding constraints, has tied that position to programs funded by outside agencies.
