    Wahkiakum PUD commissioners met Tuesday to discuss proposed rate increases for electrical and water customers, to review the 2012 preliminary budget and to award bids for portions of the electric substation project. At recent meetings, Manager Dave Trambie had outlined his request for a 9 percent rate increase for electric customers.
